국토교통부(장관 김현미)는 2020년도 화물차 안전위탁운임 및 안전운송운임을 컨테이너의 경우 1km당 평균 2,033원 및 2,277원, 시멘트는 1km당 평균 899원 및 957원으로 의결했다. 이렇게 화물차 안전운임이 최종 공표됨에 따라 12월 중순 상세 구간별 안전운송운임 및 안전위탁운임 수준을 알 수 있는 운임표가 공시될 예정이다.
예를 들어, 컨테이너 품목은 부산항～서울 강동구(383km) 구간 왕복운임의 경우, 화주가 운수사업자에게 지급하는 안전운송운임은 82만9천원 수준이고, 운수사업자가 화물 차주에게 지급하는 안전위탁운임은 73만6천원 수준이다. 또한 시멘트 품목은 단양군청～강동구청(150km) 구간 왕복운임의 경우, 화주가 운수사업자에게 지급하는 안전운송운임은 29만1천원, 운수사업자가 화물차주에게 지급하는 안전 위탁운임은 27만 3천원 수준이 될 전망이다.
이번에 공표되는 ‘20년 화물차 안전운임은 지난 7월 화물차 안전운임위원회 발족 이후, 안전운임위원회(17회), 전문위원회(5회), 운영위원회(26회) 등 총 48회의 공식회의를 거쳐 논의되었으며, 최종적으로는 화물차 안전운임위원회 공익위원(안)에 대한 위원들의 표결을 통해 결정됐다.
한편 내년 1월1일 안전운임제 시행에 따라 컨테이너 화물차주의 운임은 한국교통연구원에서 조사한 차주운임과 비교해 평균 12.5% 인상(거리구간별로 4~14% 수준)되고, 시멘트 화물차주의 운임은 12.2% 인상, 안전운행을 위한 소득 인상이 기대된다. 이와 함께 운송 1건당 컨테이너 운송사가 취하는 평균 금액(왕복 기준)은 약 5만 7천원(이윤율 1.3%→3.25%) 수준, 시멘트 운송사가 수취하는 평균 금액(왕복 기준)은 약 1만 7천원(이윤율 1.1%) 수준으로, 운송사에 최소한의 이윤이 고정적으로 보장함에 따라 운송사-운송사 및 운송사-차주 간 거래 관계가 좀 더 투명해질 것으로 기대된다. 하지만 막판 논의에서 빠진 운송사들의 생각이 이와 달라 분쟁의 불씨는 상존할 것으로 보인다.
국토교통부는 내년도 화물차 안전운임의 현장안착을 위해 연말까지 ‘안전운임신고센터’를 한국교통안전공단에 설치, 한국무역협회, 대한상공회의소, 전국화물차운송사업연합회, 화물연대본부 등과 협력하여 안전운임 제도에 대해 적극적으로 홍보·안내 활동을 펼칠 계획이다.
화주들, 공표된 안전운임 이하로 운임 지불하면 과태료 500만원
최종 안전운임위원회 형식적인 표결에 나섰던 15개 운수사업자들의 단체인 컨테이너운송사업자협의회(이하 CTCA)는 최종 안전운임에 대한 별도 대책을 마련 중이다. CTCA 관계자는 “정부와 화주단체, 화물 차주들이 합의한 안전운임제는 기존 운수회사들의 수익률을 줄여 화물 차주들에게 얹은 것 뿐”이라며 “컨테이너 운송에 필요한 대단위 시설과 장비를 운영하면서 발생하는 각종 비용을 삭감해 운전자 몫으로 돌린 만큼 이에 대한 별도의 대책 마련을 고심 중”이라고 말했다. 이 관계자는 “애초 운임을 지불하는 화주들이 안전운송을 위한 운임 지불의사가 없었던 상황에서 안전운임을 산출하는 것 자체가 모순이었다”며 “운수회사들의 의견은 전혀 반영하지 않고 정해진 운임인 만큼 향후 물류서비스 차질을 빚을 수 있을 것”이라고 전했다.
이에 따라 일부에선 “반쪽짜리 안전운임제 결정으로 당장 전국적인 화물연대의 파업위협은 사라졌지만, 또 다른 갈등의 불씨를 키우게 됐다”며 “향후 육상운송시장의 더 큰 물류차질 위협요소를 품게 됐다”고 전했다. 여하튼 이번 안전운임제도 시행을 앞두고 치열했던 안전운임제도의 최종 승자는 정부와 화주, 운수회사, 화물차주들 중 물류현장 운송근로자들이 됐다.
화물차주 임 모씨는 “안전운임제도 시행의 핵심은 안전운임 이하로 지급할 경우 과태료 500만원”이라며 “더 이상 안전운임 이하의 운임지불이 사라지게 된 만큼 시장의 안전은 높아지고, 선순환이 기대된다”고 전했다.
김수상 국토교통부 물류정책관은 “화물차량 안전운임 결정으로 일선 화물차주에게 적정 소득이 보장되고, 화물시장의 오랜 관행인 과로, 과속, 과적 운행이 크게 감소될 것으로 기대된다”면서 “물류시장 최초로 시행되는 제도인 만큼 업계와 협력해 현장에서의 시행착오를 최소화하는데 최선을 다 하겠다”라고 밝혔다.
